Can the system alert me if I pass on a bucket and the if the person has not viewed or completed the bucket after 4 hours?

Yes, when you create a new bucket or forward a bucket you can select when you want to be notified if the person has NOT done the following:

• Viewed the bucket
• Or completed and transferred it

Click on the "Remind me" tick box, choose the date and time and the reason of the alert.
